BRIEFLY ABOUT THE TECHNICAL REGULATION TR CU 010/2011
TR CU 010/2011 "On the safety of machine and equipment" was approved by the decision of the Customs Union Commission dated October 18, 2011 N 823 and became effective on February 15, 2013. The technical regulation sets out basic safety requirements at different stages of the life cycle of machines and equipment: from design to disposal.
TR CU 010/2011 applies to machines and equipment that are associated with certain types of hazards. These hazards need to be eliminated or reduced. This is stated in appendices No. 1 and No. 2 of the regulation.
Appendix No. 1 contains the basic safety requirements for machines and (or) equipment, and Appendix No. 2 contains additional safety requirements for certain categories of machines and equipment.
It is important that machines and (or) equipment are put into circulation if they comply with this technical regulation, as well as other technical regulations of the Customs Union, which apply to them.

SCHEMES FOR MANDATORY CONFORMITY ASSESSMENT OF MACHINES AND EQUIPMENT
Products are certified according to one of three mandatory certification schemes:
1. 1c scheme is for mass-produced products and includes testing of product samples, production inspection and inspection check-up;
2. 3c scheme is for a batch of machines and single items and includes testing of product samples;
3. 9c scheme is for a batch of products of a limited volume supplied by a foreign manufacturer or for complex products intended for equipping enterprises in the territory of the Customs Union and includes analysis of technical documentation.
Pay attention to the 5d conformity declaration scheme, which is used for machines and (or) equipment intended for mass production in the case of planning the release of its modifications under the following conditions:
usage at hazardous production facilities;
the impossibility of complete testing before their installation at the place of operation;
the applicant doesn’t apply the standards specified in paragraph 1 of article 6 of TR CU 010/2011, including for innovative products, when conformity assessment is held.
5d scheme includes the study of the sample as a representative of all subsequently manufactured products or the study of the submitted documents, the testing of the sample or the defining (critical) components of the product by the certification body.
If a positive decision is made, the certification body issues a product type certificate, which is an integral part of the conformity declaration.
All schemes include an analysis of the set of documents submitted by the applicant.
The applicant for certification under 1c and 9c schemes and declaration under 5d scheme can be either the manufacturer or a person authorized by the manufacturer. The applicant for certification under the 3c scheme can be either the manufacturer or seller, or a person authorized by the manufacturer.
DOCUMENTS FOR PRODUCT CERTIFICATION
For the work of conformity assessment of machines and (or) equipment, the applicant forms a set of documents confirming compliance with the safety requirements of the technical regulation TR CU 010/2011:
information about the registration or identification number of the applicant in accordance with the legislation of the Member States of the Customs Union of the EAEU;
list of standards specified in article 6 of TR CU 010/2011, the requirements of which must comply with these machines and (or) equipment (if used by the manufacturer);
description of the adopted technical solutions and the results of risk assessment confirming the fulfillment of the requirements of the technical regulation, if the standards, as a result of which, on a voluntary basis, compliance with the requirements of the technical regulation is ensured, are absent or have not been applied (if necessary);
contract (supply agreement) (for a batch, a single item) or shipping documentation (for a batch, a single item);
certificate for the manufacturer's management system (if any);
information about conducted studies (if any);
test reports of the machine and (or) equipment performed by the manufacturer, seller, person acting as a foreign manufacturer and (or) testing laboratories (centers) (if any);
certificates of conformity for materials and components or their test reports (if any);
certificates of conformity for these machines and (or) equipment received from foreign certification bodies (if any);
copy of the contract with the manufacturer (including a foreign manufacturer) providing for the compliance of products supplied to the customs territory of the Union with the requirements of the technical regulations and liability for non-compliance of such products with the specified requirements (for a person authorized by the manufacturer);
other documents directly or indirectly confirming the compliance of machines and (or) equipment with the safety requirements of the technical regulations of the Customs Union (if any).
It is important to remember that all documents attached to the application must be in Russian. Copies of documents attached to the application shall be certified by the applicant's signature and seal, or by the applicant's electronic digital signature.
PROCEDURE FOR PRODUCT CERTIFICATION
The customer submits an application for certification or for a product type study.
The certification body conducts a full analysis of the documentation provided by the customer.
The certification body makes a decision on the application.
CONTRACT AND INVOICE
Contract establishment, invoicing and billing.
The certification body certifies according to one of the conformity assessment schemes.
The certification body analyzes the results obtained and makes a decision to issue (refuse to issue) a certificate.
The certification body registers information about the issued certificate in the unified register of certificates of conformity.
The certification body controls the certified products.
Several factors affect the cost:
product conformity assessment scheme (single item, batch, mass production);
The term for a conformity certificate obtaining can take from one month, subject to the receipt of the required package of documents, sample (s) for certification tests, the need to visit the production of certified products (depending on certification schemes).
For products of mass production, the certificate is issued for a period of up to 5 years. The period of validity of the certificate for the batch is not set.
